The Kentucky Transportation Cabinet continues to make progress on the I-Move Kentucky project as crews work in several areas of I-71, I-64 and I-265. Work to patch potholes and on the right shoulder will require lane closures tonight.

On Thursday from 8 p.m. to 6 a.m. Friday, traffic will be reduced to one lane on I-265 northbound for work on the shoulder and to patch potholes. The closure will begin at the I-64 interchange at mile point 25.4 and continue to Aiken Road at mile point 27.7.

Work continues several nights this week between 8 p.m. and 6 a.m. to install sound barrier walls along I-71 southbound. The lane closure will begin near the rest area near mile point 13 and continue past Moser Farm Road at mile point 11.8.

Work schedules may be adjusted due to weather or other unforeseen delays. Drivers should be cautious when traveling through active construction areas. Signage and flaggers will be in place to alert drivers of lane closures and construction zones.

Week Ahead: Bridge work requires lane closures Wednesday

Traffic impacted near the I-64/I-265 interchange while bridge beams are installed

The Kentucky Transportation Cabinet continues to make progress on the I-Move Kentucky project as crews work in several areas of I-71, I-64 and I-265. Work to install beams on I-265 bridge will require lane closures Wednesday.

Starting Wednesday at 11 a.m. until approx. 9 p.m., traffic will be reduced to one lane on I-265 southbound near the I-64 interchange while crews install beams for a new I-265 bridge just south of I-64. The closure will begin just before the I-64 interchange near mile point 25 and continue to past the ramp from I-64 eastbound to I-265 southbound.

Crews are closely monitoring the next wave of forecasted winter weather. Work schedules may be adjusted due to weather or other unforeseen delays. Drivers should be cautious when traveling through active construction areas. Signage and flaggers will be in place to alert drivers of lane closures and construction zones.

Other I-Move Kentucky Work Areas

I-71/I-265 interchange – Work continues on new bridges, access ramps and along I-71 at mile point 9.1. The new collector-distributor lane recently opened to improve safety for vehicles entering and exiting the roadway. No traffic impacts are planned this weekend.

I-265/I-64 interchange – Traffic will be reduced by one lane on I-64 westbound near the I-265 interchange while bridge work is performed overhead for several weeks. The closure will begin after the I-64 westbound to I-265 northbound ramp shifting the acceleration lane for traffic merging onto the mainline roadway to the left at mile point 19. This is in addition to the traffic impact listed above.

I-71 – Blasting work on I-71 northbound and southbound is under way and continues daily. This will require rolling lane closures and short-term road closures daily, including some weekends, between noon and 3 p.m. while blasting is completed near mile point 11.8. Closures are necessary during excavation work for the safety of construction crews and the public.

Excavation work near the I-71 northbound rest area will require temporary closures of the rest stop daily. This closure will ensure the safety of the public and construction crews while evacuation work is conducted nearby. Crews will close the entrance to the rest area at 1 p.m. and check for any remaining vehicles at 2 p.m. before conducting blasting work between 2:30 and 3 p.m. daily. Barricades will be removed, and the rest area will be reopened when deemed safe by construction crews following blasting.

Preparation work in this area is ongoing to allow for widening of the corridor and construction of a new Brownsboro Road (KY 1694) bridge over I-71. This work zone is located between mile point 10.3 and mile point 9.1 of I-71 southbound. No traffic impacts are expected this week. Crews continue to work to extend a culvert that will allow for the widening of I-71. No traffic impacts are expected as work continues between mile point 14.5 and mile point 13.5 of I-71 southbound.

Traffic on I-265 and I-71 will be impacted next week

 The Kentucky Transportation Cabinet continues to make progress on the I-Move Kentucky project as crews work in several areas of I-71 and I-265. Crews will not be working Thursday, Dec. 24 to Saturday, Dec. 26 to observe the holiday. Work will resume Sunday to install barrier walls and new signage requiring lane closures Dec. 27 and Monday, Dec. 28.

From 8 p.m. Sunday to 6 a.m. Monday, I-71 southbound will be reduced to one lane from mile point 12 to near Chamberlain Lane near mile point 9.8. I-265 northbound will also be reduced to one lane from the I-64 eastbound exit at mile point 25.4 to Shelbyville Road at mile point 26.8. Temporary barrier walls are being installed in both areas for the safety of motorists and construction workers.

From 8 p.m. Monday to 6 a.m. Tuesday, I-71 southbound will be reduced to one lane from near Chamberlain Lane at mile point 9.8 to near the I-71/I-265 interchange at mile point 9.1. Crews will be setting signage on the new sign truss over I-71. At the same time, I-265 northbound will be reduced to one lane from the I-64 eastbound exit at mile point 25.4 to Shelbyville Road at mile point 26.8 while work to install temporary barrier walls continues. I-265 northbound will also be reduced to one lane from south of Shelbyville Road at mile point 26.8 to the I-64 overpass at mile point 25.4 to install a barrier wall.

I-Move Kentucky is nearing completion of the collector-distributor lane on I-71 southbound at I-265 interchange. Additional closures may be announced early next week related to the final traffic shift.

The Kentucky Transportation Cabinet continues to make progress on the I-Move Kentucky project as crews work in several areas of I-71 and I-265. Work to move and remove temporary barrier walls installed for the protection of workers and motorists during construction will require lane closures this weekend. Progress installing new pavement on parts of I-71 also continues with additional paving operations planned this weekend that will also impact traffic.

Starting at 8 p.m. Friday and continuing until mid-morning Saturday, work on temporary barrier walls will require lane closures on I-71 northbound and I-265. I-71 northbound will be reduced to one lane between the Springdale Road bridge near mile point 8.7 and the overpass for I-265 at mile point 9.1. Additionally, I-265 northbound and southbound will be reduced to one lane from the I-64 interchange at mile point 25.4 to Shelbyville Road at mile point 26.8.’

Starting at 7 p.m. Sunday and continuing until 6 a.m. Monday, I-71 northbound will be reduced to one lane from Chamberlain Lane at mile point 9.8 to Brownsboro Road at mile point 10.3 to install a temporary barrier wall.

Starting at noon Saturday and continuing until 6 a.m. Monday, paving on I-71 northbound will require traffic to be reduced to one lane from past Moser Farm Road near mile point 12 to Highway 329 near mile point 14. The rest area on I-71 northbound near mile point 13 will be closed while paving operations are underway in that area.

Current I-Move Kentucky Work Areas

I-71 northbound at Moser Farm Road – Blasting work on I-71 northbound at Moser Farm Road is under way and will continue moving south in the coming days. This excavation work is needed to eventually widen this area of the I-71 corridor to a total of six lanes. Rolling lane closures and short-term road closures will take place on both northbound and southbound lanes this week between noon and 3 p.m. to keep motorists at a safe distance while blasting is completed near mile point 11.8 of I-71 northbound.

I-71 southbound between Brownsboro Road bridge and I-265 bridge – Crews recently completed work to pave a median, and work in this area is ongoing to allow for the relocation of a water transmission line. This preparation work will allow KYTC to begin the construction of a new Brownsboro Road (KY 1694) bridge over I-71. This work zone is located between mile point 10.3 and mile point 9.1 of I-71 southbound. No traffic impacts are expected this week.

I-71 southbound between Highway 329 and the rest area – Crews recently put in an access road to a culvert that is being extended to allow for the widening of I-71. No traffic impacts are expected as work on the culvert continues between mile point 14.5 and mile point 13.5 of I-71 southbound.

I-71/I-265 interchange – Crews are continuing to perform work for a soil nail wall along the southbound lanes of I-71 and widening the corridor to add a collector-distributor lane that will improve safety for vehicles entering and exiting I-71 southbound. No traffic impacts are expected as work continues through the summer at mile point 9.1.

I-265 between Taylorsville Road and I-64 – Crews are continuing to perform drainage and lane widening work in the median between northbound and southbound lanes of I-265 between Taylorsville Road and I-64. No traffic impacts are expected as work continues between mile point 25.4 and mile point 23.1.

Ramp Closure Planned Overnight Friday

Paving crews will close I-64 eastbound ramp to southbound I-265

KYTC will close the ramp from I-64 eastbound to I-265 southbound overnight for milling work.

Construction crews for the Kentucky Transportation Cabinet’s I-Move Kentucky project will close the ramp from I-64 eastbound to I-265 southbound overnight. The closure of the ramp will allow crews to mill the existing roadway and replace the asphalt in preparation for the eventual widening of the Gene Snyder Freeway (I-265).

Work on the ramp at Exit 19A will begin Friday night and continue through Saturday morning. The ramp will be closed from 8 p.m. to 6 a.m., and a detour will be in place. Access will be maintained for emergency vehicles.

Signage and flaggers will be in place to alert drivers of the ramp closure. Detour signs will reroute traffic through the other ramps of the interchange, using I-265 northbound and I-64 westbound to reach another ramp for I-265 southbound ramp.

I-265 lane closures continuing

Potential lane closures also remain in effect though a stretch of I-265, just south of the interchange.

Milling and asphalt work is underway on I-265, between the I-64 ramps and the Taylorsville Road interchange. The work zone runs from mile point 23 to mile point 25 of I-265. Nightly lane closures of one lane in either direction will be in place between 8 p.m. and 6 a.m.

The planned closures are tentative and may be affected by weather.

*Note: the originally planned closure for Thursday, June 4 was moved to Friday, June 5 due to inclement weather.

I-265 Lane Closures Coming for I-Move Project

Drilling crews will work overnight along I-265 between I-71 and I-64 over the next two weeks.

Contractors for the Kentucky Transportation Cabinet’s I-Move Kentucky project will close lanes on Interstate 265 (Gene Snyder Freeway), starting Tuesday, April 7, as they perform geotechnical work over the next two weeks.

Crews will be working along sections of I-265, between the I-64 and I-71 interchanges. The work will occur between mile point 25 and mile point 35 of I-265.

Portions of the left lane of either northbound or southbound I-265 may be closed for the safety of workers and the traveling public. Work will occur between 9 a.m. and 3 p.m., from April 7 to April 17, and drivers should be cautious when traveling in the area.

Signage will be in place to alert drivers of the closure and workers in the area. Crews working in the field will follow the state’s social distancing guidelines while advancing this important project.

Other project activities

I-Move Kentucky is the largest construction project in Kentucky since the Ohio River Bridges Project was completed in 2016. The four-year project will add lane capacity and includes improvements at two, major interchanges where I-265 converges with I-71 and I-64.

Clearing and site preparation work also are underway on the project, primarily along the I-71 corridor between I-265 and KY 329 in Oldham County. Initial construction work on the I-Move project is expected to begin this month, starting along I-71.

No timetable has been set to start construction along I-265, but clearing and site preparation work began in late March. The entire I-Move project is scheduled to be completed by the end of 2023.

KYTC selects design-build team for I-Move project

$180 million project to improve I-265, I-71 and I-64 will start this spring

LOUISVILLE, Ky. (Oct. 31, 2019) – The Kentucky Transportation Cabinet (KYTC) has selected a design-build team led by Hall Contracting and American Engineers Inc. to design and construct the I-Move Kentucky interstate project. The four-year, $180 million construction project includes improvements to I-265, I-71 and I-64 through a heavily traveled corridor in Jefferson and Oldham counties.

I-Move Kentucky is the largest single construction project in Kentucky since the Ohio River Bridges Project was completed in 2016.

Hall Contracting will deliver the major project using a design-build approach that combines what had been four, individual projects near I-265, also known as the Gene Snyder Freeway. The Hall/AEI team will begin planning and pre-construction activities this fall, and some construction will start in early 2020.

The I-Move Kentucky project will add lane capacity and upgrade major interchanges to roadways that are important to the state’s transportation system and regional economic development. Employers of tens of thousands of workers, including Kroger Co., Ford Motor Co., and UPS Inc., rely on the corridor to move products throughout the state and region.

I-Move Kentucky includes four projects outlined as statewide priorities through KYTC’s data-driven Strategic Highway Investment Formula for Tomorrow (SHIFT) initiative. SHIFT was developed by KYTC to compare capital improvement projects and prioritize transportation spending.

The I-Move projects include:

  • I-265 Widening: Ranked as the No. 1 SHIFT priority, this project will widen I-265 to the center and add a 12-foot lane of traffic in each direction, creating a total of six lanes between KY 155 (Taylorsville Road) and I-71.
  • I-71/I-265 Interchange Improvements: This project will create a collector-distributor lane on southbound I-71 to improve safety and ease ramp movements to and from I-265.
  • I-71 Widening: This project will widen I-71 and add a 12-foot lane of traffic in each direction to create a total of six lanes between I-265 and KY 329 (Crestwood/Pewee Valley exit).
  • I-64/I-265 Interchange Improvements: This project will reconstruct the I-64/I-265 interchange to improve safety and ease the flow of traffic through the interchange and includes areas on I-64 from Blankenbaker Parkway to English Station Road, and on I-265 from Pope Lick Road to the U.S. 60 interchange.

Construction timeline

Construction on the I-Move Kentucky project will begin in spring 2020. KYTC and the design-build team are developing detailed plans for the construction schedule, but no specific dates have been set to start work.

Construction will begin on the I-71/I-265 interchange improvements in early spring and be completed by the end of next year. Construction work is also expected to start in 2020 on portions of the I-71 widening. The I-265 widening and I-64/I-265 interchange improvements are expected to begin in 2021. The entire project is scheduled to be completed in late 2023.

Overnight traffic delays on Interstate 265 in Jefferson County May 14-17

Louisville, KY (May 13, 2019) – The Kentucky Transportation Cabinet (KYTC) advises motorists of overnight traffic delays this week on Interstate 265 (Gene Snyder Freeway) in Jefferson County. A consultant engineering firm will perform mobile scanning of the concrete bridge decks as part of design work for widening this interstate. Crews will use ground-penetrating radar on I-265 in both directions between Taylorsville Road and Interstate 71 (mile markers 23.1 to 34.7).

This analysis is scheduled for Tuesday, May 14 – Friday, May 17 from 9 p.m. each evening until 5 a.m. the following morning. Equipment will travel at slower speeds of 45 MPH so motorists should expect some delays. Drivers will be able to pass the testing vehicles by using an adjacent lane.

Widening of I-265 is part of KYTC’s recently announced I-Move Kentucky project. This $180 million design-build project will improve safety and reduce congestion through a heavily traveled interstate corridor in Jefferson and Oldham counties. The work combines four priority projects into a single construction project to add lane capacity and upgrades at two, major interchanges on I-265, I-71 and I-64.

KYTC announces state’s second largest design-build project to improve I-265, I-71, I-64

Best value contracting approach reduces construction time, minimizes traffic impacts, stretches dollars

Louisville, KY (April 26, 2019) — The Kentucky Transportation Cabinet (KYTC) announced plans today for a $180 million design-build project that will improve safety and reduce congestion through a heavily traveled interstate corridor in Jefferson and Oldham counties. It will be the largest, single construction project in Kentucky since the Ohio River Bridges Project was completed in 2016.

The four-year project, called I-Move Kentucky, will add lane capacity and include upgrades at two, major interchanges on Interstates 265, I-71 and I-64. Combining the priority projects into a single construction project and using a design-build approach will allow the Cabinet to make improvements more quickly and efficiently.

“I-Move Kentucky will improve safety and mobility on three major interstates that join together in eastern Jefferson County and will allow travelers and freight to move freely through the region,” KYTC Secretary Greg Thomas said. “These were among the most important projects identified during last year’s SHIFT prioritization. By tackling them together, we’re saving Kentucky taxpayers time and money.”

KYTC developed the data-driven Strategic Highway Investment Formula for Tomorrow (SHIFT) approach to objectively compare capital improvement projects and prioritize transportation spending. Incorporating input from local transportation officials, SHIFT was used to outline transportation priorities for FY 2018-FY 2024 and serve as a guide for lawmakers to develop the state’s 2018 Highway Plan.

Four projects in one

The four projects included in I-Move Kentucky were identified as statewide priorities by SHIFT.

I-265 widening: This project was identified by SHIFT as Kentucky’s No. 1 transportation priority. KYTC will widen I-265 to the center and add one, 12-foot lane of traffic in each direction to create a total of six lanes between KY 155 (Taylorsville Road) and Interstate 71.

I-71/I-265 Interchange improvements: This project was identified by SHIFT as Kentucky’s No. 6 transportation priority. KYTC will create a collector-distributor lane on southbound I-71 to improve safety and ease ramp movements to and from I-265.

I-71 widening:  This project was identified by SHIFT as Kentucky’s No. 11 transportation priority. KYTC will widen I-71 to the center and add one, 12-foot lane of traffic in each direction to create a total of six lanes between Interstate 265 and KY 329 (Crestwood/Pewee Valley exit).

I-64/I-265 Interchange improvements: KYTC will reconstruct the I-64/I-265 interchange to improve safety and ease the flow of traffic through the interchange. The project includes areas on I-64 from Blankenbaker Parkway to English Station Road, and on I-265 from Pope Lick Road to the U.S. 60 interchange.

“Interstates drive Kentucky’s economy,” said Sen. Ernie Harris, chairman of the Senate Transportation Committee. “These needed transportation improvements will move citizens and commerce faster and safer in this bustling region of the state where hundreds of thousands of people live, work and do businesses. I’m pleased that Kentucky is able to fast-track them through the I-Move Kentucky project.”

“This is a tremendous project – not just for those of us who use these interstates daily but also for citizens throughout the region and across the state,” said Rep. Jerry T. Miller, who represents Jefferson and Oldham counties. “These interstates support tens of thousands of jobs at manufacturing, distribution and logistics businesses that rely on them to move products through this vital freight corridor.”

Design-Build Best Value approach

To complete these projects more quickly and efficiently, KYTC will utilize a design-build approach similar to the construction method used for the Ohio River Bridges Project. Last year, the legislature passed HB 385 to provide KYTC with more flexibility in using the design-build approach for maximum efficiency. The Cabinet is also utilizing design-build for two projects in northern Kentucky.

Design-build is an effective contracting approach to deliver projects faster and often at lower cost than traditional design-bid-build projects. Because the project design and construction responsibilities are handled by a single project team instead of multiple project-specific teams, design-build also allows for improved coordination to limit traffic impacts during large, multi-phase construction projects.

KYTC has notified the construction industry that it is seeking teams to compete for the opportunity to build the I-Move Kentucky project, and a team will be selected this fall. The selection will be based on the “best value” provided by teams.

In addition to the four projects identified, KYTC will provide contractors with a list of other needs in the project corridor, and will evaluate teams’ ability to address these other needs as part of this project. Examples may include widening additional areas of the interstates or additional interstate ramp improvements.

Project timeline

Following the selection of a design-build team this fall, KYTC anticipates pre-construction work would begin late in 2019 and continue into next year. This work would include conducting additional engineering analysis and plan development.

Construction is expected to begin on the I-71/I-265 interchange improvements in early spring next year and be completed by the end of 2020. The timetable for other phases of the project will be determined once a design-build team is selected.

Construction is scheduled to last through 2023.
